The loss drops the 'Roos to 7-13 overall and 2-5 in the WAC, while Chicago State improves to 3-18 on the season and 1-6 in conference play.
After the opening quarter, the 'Roos had built a 17-14 lead as Sierra Bone found Paige Husa for a layup and Law closed the period with a free throw to break a 14-14 tie.
Chicago State evened the score at 19-19 to start the second quarter, but UMKC quickly regained control of the contest, stretching the lead to a game-high nine at 35-26 after Leathers and Waldron connected on back-to-back jumpers down the stretch.
The lead would hold at nine three minutes into the second half, but Chicago State began chipping away, cutting the deficit to one at 45-44, before Moore buried two free throws to make it a three point game entering the final period of regulation.
In the fourth, Chicago State nailed a three to tie it at 47-47 and followed with the next four points to go up four.
A three by Waldron and a layup by Moore put the 'Roos back ahead by one, but five straight from the Cougars once again extended the CSU advantage to four.
The 'Roos, though, answered back, as Waldron came up big with back-to-back threes down the stretch and Law added a pair of free throws to put UMKC ahead by four with just under 20 seconds left to play.
The Cougars, however, knocked down a pair of free throws and followed with a layup to send the game to the first overtime tied at 60.
In the overtime, CSU struck first and built the lead to three midway through, but a jumper by Washington and a free throw by Leathers once again tied the score, this time at 65-65, sending the game to a second overtime.
Ceidra Coleman opened the second OT with a layup off a Leathers assist, before two free throws from Chicago State tied the game for an eighth time at 67-67.
Twice more the game would be tied, including at 71-71 after a rebound put-back by Moore, but the Cougars would close the game on a 6-1 run to come away with the victory.
As a team, UMKC dominated the glass, out-rebounding CSU 52-27, while pout-scoring the Cougars 34-22 in the paint and 18-10 off the bench.
